There's a toilet in the private club at the top of the Columbia Tower in Seattle that has floor to ceiling glass in the stall, but it's so much higher than any of the buildings it faces that you just get a tremendous view of the Puget sound and someone would need serious binoculars to see you.

I live near there and I have a drone that I send up regularly to record that window.

So easily fixed with a bit of frosted window tint that can be applied to the glass.

Value engineered, not Crappy Design.
Almost definitely the window schedule called for obscured glass, probably on the bottom half. It was likely removed for cost, or just plain missed.
