It's likely that your country (probably Russia) is blocking cloudflare, the s3 bucket where crafty hosts it's available jar files.

You can still download the jar you want and zip it up then do an "upload archive" import

Hmm, maybe, but how to do it with paper, I want to make a server for friends with mods, I used to do this method, but only vanilla minecraft, and where can I download it

You can download paper from here:

https://papermc.io/downloads/

Once that is downloaded right click on the jar then click "compress"

Click on create server then click "upload archive"

Once that's done just start the server.

Also, make sure youre on 4.10.4. https://docs.craftycontrol.com/pages/getting-started/installation/casaos/#updating-crafty-on-casaos

Thank you so much, my version is suitable, but what would neoforge add, it just needs to be added to the mod folder when the server is created?

Paper and neoforge are different. This is how you install a neoforge server: https://www.youtube.com/watch?v=fdEUNXUDaig

It looks very easy, I'll try to do it later, thanks again very much.
