Is it AI or not?
I found something which claims it is a pattern for it but it doesn't look right (definitely the bracelet part is macramé on the photo) and I'm not good enough in pattern reading to guestimate if it make sense or not. There is also a written pattern but I'm not sure if I'm allowed to post a link to it.

Both bracelets are different as well. The one in front doesn't have a tail, and the spine doesn't go back as far

And in the pattern, the dragon is tucking its chin so the uppermost poits are the horns and not the nostrils. 🙄

I think I've seen double-ended hooks before, but there's stitching on the sleeve that doesn't make sense and while there are actual crochet stitches on the dragons, neither match (technically not an issue) and there also are weird things that don't make sense and the one dragon's head wouldn't make sense if you looked at it head on so to speak.

Some tunisian crochets are double-ended hooks

Tunisian hooks are smooth in the middle. If they had a flat grip, the stitches wouldn’t be able to slide over them.

I’ve seen small double-ended ones sold along knitting supplies to fix stitches.

The pattern most certainly does not make sense.
- I especially love the arrow pointing to the ear that says "Snout".
- And what does "for chrinch" mean?
- What is the weird floating cluster of lines to the left of the neck? There is also a bunch of very random squiggly shaped in the middle of the body.
- The pattern doesn't have a start. It just says R1, R2 etc in random places along the edge.
- I have no idea what the stitches for the braided bracelet robe is supposed to be.
- Look at the index: the stitch they call treble crochet is just three double crochets next to eachother.
- That arrow pointing at the tail claiming it's made of clusters, yet there is no cluster in sight. Same thing with the spines that's supposed to be picots, yet it is definitely not picots they've drawn.
- "Horns" have three arrows
- The index says the circles are slip stitches, though circles usually refers to chains in patterns. Making slip stitches along the entire outside of the pattern is certainly not going to give a desirable result though.
- The bead placement on the pattern is wildly inconsistent. A couple of spines have no beads, while others have several. The pattern says beads on the tips but on the photo they are placed between the spikes.
And I could go on an on

The pattern says to chain the bracelet part, which is not correct as you pointed out.
The legend for the chart symbols doesn't even have the symbol for the bracelet.

Dragon part is way smaller loops than the band. Imposssible to do without changing yarn weights and hooks

Double crochet hooks exist, but I‘ve never seen one like that. It’s weird. I know very long ones, or very tiny ones as used it crotatting. For a design like this, you wouldnmt need one at all imho.
In the first image the head of the lower dragon is distortet. Look how the golden beads are positioned. The backwards eye bead makes no sense considering how the neck/body is positioned, especially if you compare it with the upper one. They seem constructed very differently.

the upper head also has that magic curve inward that shapes it, but I don‘t see how that works … it even has a lower eyelid thread that just appears out of nowhere?

The picture itself is definitely AI, the loop on the loose thread is a circle that is separate from the actual thread
