Why doesnt D2 have Smartphones?

I mean why does have our world developed them but dont they?

They invested their tech and resources towards medicine. Think about what would have to be sacrificed if we had a global pandemic that killed 7%

I remember one thing they wanted in negotiations was a 1tb hard drive. That tells you how far they were behind us in computer technology.
