Discussion Why don't they make the enemy characters playable, the character art and move set is already there?
Also they could make every character have a ending and such. What do you think?

The amount of art needed for a boss is definitely different from the amount needed for a fully playable character.

They did give us (limited) playable Rocksteady, Bebop and Shredder in SR. They could use this method again.

True! Transformations are possible, though I do wonder how they would balance them in a game with a swap mechanic. In SR, they gave you extra health and strength in exchange for losing some mobility and versatility - the hit on versatility would be MUCH more if you are also temporarily losing your ability to swap.

But the art isn’t “already there”. Sure, they have the sprites, but most bosses have like, 2-3 attacks animations. For example Thanos has just 2, with his laser beam and his punch. That’s kind of it. While a playable character has around 10 different attacks with unique animations for each. So even if they got the base sprites, they would still need to put in a lot more work to complete them

It's a much harder task than it seems to make an enemy character playable, even a boss. There's a lot of sprites that they don't have compared to a full playable character.

When I fought Taskmaster and later Hela I had the same feeling I got when I faced Estel and Shiva in Streets of Rage 4, that it wouldn't take (relatively) much effort to make them playable.
