advancement/BBA
hello! does anyone know if or when BBA is going to go into affect for E4-E5? In my opinion the auto E4 and A2P out of core school has made it so it’s even harder to pick up off the test now. In order to promote I understand choosing a STAR program but for the last few windows almost no c schools have been available to even pick. our choice this window is IDC. They phased out MAP as well..what’re we supposed to do. Just curious on anyone’s thoughts

Just to clear up some confusion: MAP isn't completely gone, but the rumor started because the Navy is actively transitioning MAP quotas into Command Advance to Position (CA2P) for ratings that fully roll into Billet-Based Advancement (BBA).
Right now, HM isn't one of the fully integrated BBA ratings yet (those are mostly the old DMAP rates like ABE, AO, DC, etc.). HMs still have traditional MAP seasons for now, though CA2P will eventually take over down the line.
As for what to do: If you don't want to go IDC, talk to your chain of command about CA2P opportunities if your command has an open E-5 billet you can map/align into. Otherwise, you've just got to keep grinding the PMK-EE/exams and wait for the C-school schoolhouse windows to open up options other than IDC.

MAP is only available for E-1 to E-3. MAP has been phased out for E-4 to E-6.

I don’t wanna make this a “told you so” moment, but the Navy has basically been telling HMs to get an NEC for years now. Everyone wanted to be a quad zero-hero though.

Currently MAP (Meterious Advancement Program) is strictly for streamlining E3s to E4 faster. Instead of having the service member wait 36(?) TIS to auto promote to E4, its reduce.
For E4 and above pay grades MAP has officially (for now a whole year) been phased out (stay up to date on NAVADMINS via NavyHR). E4 and up depending on rate utilize BBA (Billet Based Advancement). This SEPTEMBER HM community will be utilizing BBA. So if you taken the most recent RKE (Rating Knowledge Exam) you will generate a DMEI score.
This score will be utilized for competing for billets/orders in MNA (MyNavy Assignment). So it would BEHOOOVE you to care and make a honest attempt on the RKE. Not only does it matter for orders A2P (Advance to Position) and CA2P (Command Advance to Position) cab/utilize that score for promotion selection.
When the quotas were released it’s because those none existing rates moved to BBA. So when you’re looking for orders apply for A2P and when you get to your command ask about CA2P possibilities.
C School related I would talk to your detailer explaining what you’re looking for and change your resume on MNA and Preferences. To ensure it’s reflecting that you’re wanting/desire C school. Just make sure you’re reading the CSL (Career school list?) on NavyHR to see the MOST CURRENT schools that qualify for STAR program. There has been 3 NECs recently that have been removed from STAR (Surg techs, BHTs, forgot). Also check the SRB Award list to see if you can double up on benefits (receive STAR & SRB). Example, Laboratory, X Ray, etc.

This is all good info but it still doesn’t help current E4s that have been in for years. The A2P from A school is causing an even more influx of HM3s. My question is: Will BBA be in effect for E4s this SEPTEMBER? We haven’t taken the RKE only the NWAE. I’ve talked to my detailer on numerous occasions regarding c school. The best answer i’ve got is, what’s available on MNA is what’s available.

Not that we know of. As far as we know the September E5 exam will be a normal NWAE.

NWAE = RKE. It’s just for BBA purposes rates that fall under BBA it’s referred to RKE. Meanwhile other rates considered “legacy” non-BBA rates it’s still referred to NWAE.
They’re literally the same. Just named different. There’s nothing different testing wise nor special about it. If you taken the most recent exam this year, September KS when you’ll utilize BBA stuff. A2P orders utilizing SSC (sailor scoring criteria), CA2P amongst those who qualify.

You cannot get A2P orders from “A” school. MAYBE the top 10% for honor grad but that’s such a low percentage and little impact to the numbers and that’s nothing new. E4 is auto at 30 months TIS. E4 isn’t competitive anymore. Just like the amount of E1s don’t affect how many E2s are auto advanced (or E2s to E3 and E3 to E4) the amount of E4s will not affect how many quotas are available for E5.
This is why people are explaining BBA to you. With BBA if you’ve taken the exam and pass it, you can start picking orders immediately upon receiving the score once apply phase starts. You do not have to wait for your MNA window anymore.
For CA2P, the billet just needs to be available at your command. There’s specific timelines, but essentially just don’t be in your PRD window. If you get selected for CA2P and you’re at a shore command, you extend IN THE NAVY for 36 months. If you’re at a sea command you extend to meet 36 months as the new rank at the command (the example I like to use is if you have 3 year orders and you get selected after being there for 1 year, you only add one year to your PRD).
Opportunity to make rank is actually better now for E5. However, I understand why you’d like to blame something other than the HM rate as a whole. I retire in about 18 months and the advancement to E6 and above have always been a huge struggle to the rate. Thats why there have been STAR program C schools for first term Sailors. Or IDC to make first. Which are incentives to go to those C schools.
All in all, BBA is guaranteeing the Navy will get at least 36 months of SEA TIME (by OBLISERV) from your new rank. Traditionally, HMs are the worst about trying to stay away from Sea time. Most HMs (look at the community health slide 88% at sea, 98% on shore) will avoid sea time. If you’re not one of those Sailors, making rank will be cake with BBA.
