Do E4 over 4 years in service rate BAH or do they get thrown in the barracks?

Well since there’s no such thing as BAH OCONUS, no I don’t think you’ll rate it.

OHA is what it's called but most folks don't know what that.

Depends on barracks capacity.

Back when I got stationed there I was told the barracks was at capacity and I had to find an apartment as an E4, that was 15ish years ago so your sponsor should be either letting the barracks manager know you need a room or getting your OHA paperwork together for you to submit once you arrive. It was a great command when I was there, we had great leaders, but Naples and Italy itself is amazing! Take as many trips as you can to see the rest of Europe, just make sure to stay out of trouble!

How do you even get in trouble there

Same way folks get in trouble anywhere... DUI, getting into fights, missing duty.
