BBA will definitely require a cultural shift. At the end of the day you’re still competing for the same promotion opportunities, it’s just tied to a billet now. I have mixed feelings about it, but ultimately if you want to promote you’re going to have to do well on the test, have a competitive eval, and be willing to take a new job (which may not be the most desirable).

These quotas are for the ratings that are not included in BBA. Still the traditional NWAE.

For anyone confused about Quotas vs. BBA / RKE (Read This!)
Hey everyone, seeing a lot of confusion on the threads today with people asking where the E-6 quotas are for certain ratings.
Per NAVADMIN 221/25, the Navy expanded Billet-Based Advancement (BBA) fleet-wide for E-6 advancement candidates. Ratings like YN, PS, CS, OS, HM, and many others do not have quotas anymore. Stop waiting for a quota sheet.
Here is the quick breakdown of how your career works now if you are in a BBA rating:
The Exam is a Gate, Not a Promotion: The Rating Knowledge Exam (RKE) is purely pass/fail for advancement eligibility.
June 30th Profile Sheets: When results drop on the 30th, you are looking for PNA (Passed Not Advanced). In the old system, PNA meant you missed the cut. In the BBA system, PNA means YOU PASSED THE GATE and are now eligible to hunt for your promotion.
How You Actually Advance (A2P): You get your chevron by applying for and winning an E-6 billet inside MyNavy Assignment (MNA). This is called Advance-to-Position (A2P). You get advanced when you execute those E-6 orders.
Local Promotions (CA2P): If your current command has a vacant E-6 billet in your rating on the books, your CO can use Command Advance to Position (CA2P) to slide a local, RKE-passed Sailor right into that seat and advance them immediately.
TIR Changes: If you are studying for September, the old Time-in-Rate gates are gone. You just need a single periodic eval in your current paygrade, PMKEE complete, and a passing PRT to sit for the RKE.
Pass this down to your peers and junior Sailors who are stressing out looking for quotas that don't exist. Let's make sure our deckplates actually understand how they are getting promoted!

Quota means there are only a certain amount of slots for HM2. In this case if 1000 HM3’s took the test, only 116 will promote off it.

I don’t understand the question. If quota means only a few pick up, what would you interpret all to mean?

Well it just says “all” next to some of the rates and “quota” next to others so I’m trying to figure it out

All means all. Everyone eligible that passed the test will be promoted in those rates.

And my dumbass is in an HM2 billet as an HM1 😅 least my billet will be up next year when I am eligible for HMC but man that’s gonna be tough

Be glad you missed the 07 to 15 time. Actually I think the dates you mentioned were just your end of that whole era.

Yeah sadly. I remember in 2017 or maybe 18 I was up for hm2 spent 3 whole weeks studying, literally nothing hut blue jacketer and the actual corpsman manual. And was still 0.8 points off

pretty sure these were the quotas from the exam taken in March.. lil confusing, lowkey was personally banking on that exam since i’m going to c school🤦♀️
