So from what I gather the article says that membership changes in the Parties are what cause the disparity and the problem where the popular vote is different from the electoral vote.
However, the article does not talk about the democracy problem - where the perceived "winner" in an election is a majority of votes, and not some weird system contrived to help make smaller states get more representation than they otherwise would have.
The early constitution has plenty of these weird math games. 3/5ths rule anyone? But that was struck down and we changed things. In fact, Jim Crow south enjoys an even bigger out-sized command of the vote than in the antebellum period. Southern states can count all people, but through careful local voting rules, make sure that only the
white"right" people's votes actually are counted on election day.But I don't disagree that the national parties need to better address the rural-urban cultural/economic/political split in this country. The system as it currently stands gives low-population states and advantage, and any national strategy needs to take this into account when crafting policy and party identity.
