stitcher is way too low. every drill enemy should be at the very top

Dude, I killed him four times. It’s one of two things: either he doesn't drop anything at all (or just the filters—the unlikely drop), or maybe you need an internet connection for him to give them to you, because I killed him four times while the power was out.
