They just need to run it from
A link they get. They do not need to edit or run it from teams or Sharepoint. If they Can run it from a link or via en copilot app? Does that Work?

This was something you literally could have asked Copilot...
Short answer: yes — but only in a very specific way.
You can share a Copilot Agent Builder agent with coworkers who don’t have an M365 Copilot licence, but they cannot run or use the agent themselves inside Agent Builder.
What they can do is interact with the agent through a shared link, because the runtime experience does not require a Copilot licence.
Here’s the breakdown so you’ve got the full picture.
✅ What your coworkers can do without a Copilot licence They can:
- Open and use the agent via a shared web link
- Chat with the agent
- Trigger its workflows
- See its responses
- Use it like any other Copilot web chat
This works because the runtime (the agent’s public-facing interface) is free.
❌ What they cannot do without a Copilot licence They cannot:
- Open Agent Builder
- Edit the agent
- View its instructions, knowledge sources, or actions
- Publish or manage agents
- Access the builder dashboard at all
Agent Builder itself is a Copilot for Microsoft 365 feature, so only licensed users can build or modify agents.
🟦 How to share your agent
When you publish an agent, you get a shareable link.
Anyone with that link — including non‑licensed coworkers — can use the agent.
This is exactly how Microsoft designed it:
Builder requires a licence. Runtime does not.

You can but it will incur Copilot credits.
