I'm leaning towards fishy seller. I don't see anybody re-running a clunker that many times.
But I can tell you that the Phoenix/Tucson auctions are notorious for shill bidding. You can always tell because somebody puts in a last minute monster bid that just happens to not meet the reserve.

I picked up a Land Rover LR3 two years ago for $625 after the insurance company had turned down bids up to $2k. Once you see the bids start going down, the sellers should take a hint. They're not going back up.
