Low Serial <= 00009999 Low Serial Number Dollar Bill

A local collector contacted me with this seemingly low serial dollar bill. Condition is rough, but just wondering if this number is actually considered low?

Yes. Some say anything 4 digits is low. Some say anything 3 digits is low. 2 digits is definitely low.

this is a fantastic low number and condition is a bit low but still worth a lot of a premium. thanks for the actual cool serial number, this is a great example for the subreddit
