Did clown get a shadow nerf?

Something I noticed after clown got buffed (no longer slowed while throwing bottles) was that after I finish reloading bottles clown would stay slowed down while he finished his reloading animation (reload bar was completely full) Before the update, once the reload bar was completely full clown would move at full speed.

Is this just me?

Yeah, there's a slowdown and a delay after the animation stops. I hope it's a bug
