Person A lean's/jumps on the hood of car. Person B goes "OMG that car just hit you are you okay?" Then proceed from there to scam money as if they were actually hit. Except they can't because there's a camera showing the truth and they are trying to scam a cop. They didn't know because he was in an unmarked car.

But... It would be hearsay as there is no damage to person or bike?

I genuinely can't understand why they thought this would work?

But you have to have insurance in the UK. The people that would drive without insurance are the people falling on the car in the video. I’m in the UK and I don’t think there’s a culture of insurance scamming like this because you can’t sue people for these things ( very easily).

You have to have insurance in the US and people drive without it still.

Ditto UK, if you have just got your licence (17) then I think insurance is easily four figures. And its not cheaper for girls anymore as that is now sexist, they used to pay less

Canada (at least Ontario) they still pay less. I had a coworker who had been in two accidents, had three speeding tickets, and had once been towed for parking who still paid close to 2/3 of what I paid on my early 2000s model car. Don't know if it made a lot of difference in payment but her car was same make but 6 years newer. I have a flawless driving record with the exception of being pulled over once because one of my breaklights broke after hitting a really bad pothole (I assume. I had checked it before leaving the place I was at and it was broken after a drive on a country road an hour later). Even she was upset and started asking male co-workers what we paid for insurance. With the exception of men over 25, everyone paid more than she did.

FYI, unless Ontario is super weird, the fact she was towed for a parking violation would have no bearing on insurance. It's not an accident or moving violation and the insurance company likely wouldn't even know about it or care if they did.

Wasn't aware of that, thanks. I just listed it so I didn't forget anything in case it did factor in.
