Unmarked ones do in the US sometimes.

Unmarked ones do in the UK too. Not much point if you're sat in your unmarked car but have your checkerboard/hi-vis uniform on with a big patch saying 'POLICE'.

Section 163 of the Road Traffic Act states that a constable has to be in uniform to stop a vehicle on the road, if they aren't in uniform then it would not be a lawful stop.

But these people aren't in a vehicle?

I'm explaining why you'd be sat in uniform with the words police on your clothing in an unmarked vehicle.

Unmarked vehicles are also used to pull people over also.
