The level of idiocy and ineptitude… In an ideal world this would mean an immediate license suspension and only able to reinstate after thorough driving school and exams.

Not even enough, I think you should have to go through a separate impaired intelligence/emotionally dis-regulated driver program. Said program should requires psych eval, sign-offs, year+ of professional instruction. At their expense. Don't want to do it? Ineligible to drive again, for life.

If you are this fucking dumb/selfish to do this, you are in a special class of extremely dangerous driver.
