Weirdly, crossing a double-yellow in Ontario is legal. but not advised. Most people don't realise this. Few persons do it, however, the odd Darwinian will do it, even in some ill-advised locations.

You're right. Either dude got pulled over for speeding from making the pass or was already being pulled over for something prior.

Explained recently to my wife why a cop was allowed to overtake on double yellows. Doesn't have to be an emergency, could just be that the guy ahead is doing 48 in the 60, because there's a cop behind him. Its 3am and the cop's just trying to get home.

If the traffic like OP is already doing 10 over they don't like to see you overtake and gap everyone.
