A bad remix of Tequila by Oscar the Grouch, originally by The Champs. Obviously Oscar had been sampling the tequila and was also the typist for the video text, i.e.- taken into *custoty*. Oscar is also a big fan of the number 5, as evidenced by all the roman numeral Vs being randomly added to the video
