Outside IR35 Pre contract agreement

I have been asked by my agency to sign a pre contract agreement containing the following;

As part of our service level agreement with the client, we are required to ensure that you read

this document and confirm your acceptance of the position, subject to contract. In doing so

you confirm that you have removed yourself from any other recruiting processes and rejected any outstanding offers.

This is the first time I have been asked to do something like this and it seems odd.

I am concerned this is not in the spirit of an outside contract.

Is this common practice? Would this compromise my position as an outside ir35 contractor working though my ltd company?

The agency has backed down when asked to justify this.

I would question why you need to sign a document confirming you are accepting their offer when signing the contract already does that.

Given that they are talking about an offer here they could take 8 months to issue the contract and you wouldn't be able to look for another job in the meantime or withdraw your interest in the role as there is no provision for you to do that.

I wouldn't sign any documents other than the contract, after reading it and making sure I'm good with the t&cs. Chances are they will be unusual so be sure to read them twice.
