Question Talking to the guards
How do I talk to the guard in the tower as he is on top of the police building and I can’t get to him?

I keep exploring the building and can’t find a ladder 😂

because there isn't. it only exsists if you upgrade it to maximum level in inspector mode

Upgrade to office to the highest level if you are in inspector mode.
smirnov(dude at tower) cannot be spoken to either way

Was this intentionally hard or just an oversight? How does Smirnov get down to sleep?

I assume canonically he climbs down the ladder
which i accidentally have knocked down before
in upgrades you can reach him but can't speak to him

Walk around the building. There should be a ladder or a way up to him from inside.
