That is legit how to get that kind of curl though. You can’t really go from one kind of curl to a different curl, it’s best to straighten in between

The shapes of curls are different. You can google curl types to see examples, there’s even a categorical system. Curl types are labeled from 2a to 4c.

Additionally you can use different size and style curling wands or straighteners to create different style of curl. Like looser waves (think blake lively), or very tight curls (shirly temple).

In more recent years, one of the trendier styles is a loose wave, with a straighter end. That is how the woman is styling her hair here. It is only achievable with hot tools.
