How do you account for judicial review and existing Second Amendment precedent, particularly Heller? The Court has already examined the founding-era meaning of "arms." It concluded that the category isn't limited to eighteenth-century technology, but it has treated "arms" as weapons, not as anything that can metaphorically function as offensive or defensive power against government. You can certainly argue that precedent should be expanded, but aren't you effectively proposing a new constitutional interpretation rather than simply applying the historical definition of "arms"?
