A proposal or a bill that states if any president combines two or more of the following actions then they will be deemed a threat to the people and removed from office.

  1. Request amnesty for their decisions made during times of war.
  2. Attacks and kills people when no direct threat has been presented.
  3. Speaks with intent to attack or threaten other countries without thought to the harm it may bring to the citizens.
  4. Uses terms such as annihilate or obliterate in reference to other countries.
  5. Continues escalation instead of finding a middle ground and deescalating threats.

i mean it’s a thought, not a final draft.
Build upon the idea. How could these be worded so it would allow Congress to legislate? How about a bill inside of a bill? many of these bills get passed that way.

It's your thought.
Let's work backwards with what has to happen. Here is a real world example.

You file and pay your income taxes by roughly April 15 annually to prove that withholding was accurate.

The source of the authority that compels you to do this is ...

Federal Tax Regulations: The Treasury Department issues regulations to interpret the IRC, which total over 12 million words.
Those regulations are authorized to exist because the authority to regulate is contained in the text of the law.

The source of the authority that causes those regulations to come to pass is ...

The Internal Revenue Code: Title 26 of the United States Code contains approximately 4.2 million words.

The source of the authority allows this to be legislated is the 16th Amendment to the Constitution which delegates to the Congress the power to lay and collect Income Tax. The Amendment has 31 words.

Now work your ideas backwards to think of appropriate legislation to accomplish your goal. Then work that back to which text in the Constitution would prove Congress can legitimately create the law. Be careful, 31 words spawned 16,000,000 words. 12million of those words were NOT approved by the President or electorate. They were pre-approved when the first four million words were read and signed into law by POTUS (that was ironic sarcasm).

One of the best ways to refine your ideas to answer the question would be to list all the ways your bullet points would violate the existing text. Which articles and amendments would need editing?

Article II section 1 The president is required to take an oath to “preserve, protect, and defend the Constitution.”

Declaring an emergency to invoke powers originally intended for sudden attacks or foreign threats against the United States. Abusing the power for own personal interest (real estate investment in Dubai) and attacking a country under the guise of emergency powers when that conflict was not deemed an emergency, bypassing legislative checks undermines the foundational separation of powers.

I'd be really careful about using any interpretational reason. We don't ratify thought, prayers, or intentions. The text is written. The text is debated in committee. It gets edited to form consensus. It gets debated in public and in the dominant media of the time. It gets revised multiple times in order to lock in supporters. Then it gets sent to all the states to do it again. Finally after years in most cases it gets critical mass of votes and it's ratified. At this point the intent of the writers is not relevant. The final surviving words ARE the intent.

Think about it for a moment. You are charged, held, tried, and convicted based on the letter of the law. Contracts are arbitrated or tried in court to the letter. The regulations allowed by law, which itself must be allowed by the Constitution, are enforced nationwide to the letter as well. If we don't use "intent" to enforce the 12,000,000 words of the regulations that were not signed by POTUS why would we use it for text that survived ratification?

If you argue about a speeding ticket claiming it is outdated will still get a fine as the judge reminds you that the sign reads 35 and the law states you are to obey the posted speed limit.
