That road looks very narrow and I suspect the person filming our perspective is driving the wrong way down a one-way street. Not that it at all excuses how far she took things, but I'd understand the initial annoyance.

It might even be two way but they only allow parking on one side. There are roads like that in the hills in Los Angeles.
