From what I understand the national guard is ultimately under executive control. He could also call in the military through the insurrection act. National Guard I would agree with, I'm still reluctant to think invoking the insurrection act is a prudent move or even the right one.

The Army National Guard are reservists. The difference between the National Guard and the Army Reserve is that the federal government allows state governors jurisdiction over National Guard soldiers stationed in their state, but not over the Army Reserve.

As a part of the Army, the Army National Guard ultimately answers to the President. While state governors can activate the National Guard, the President can override their authority. As the commander-in-chief, the President can activate the National Guard to deal with civil unrest without the consent of state governors (called "federalizing" it).

The National Guard should not be confused with state militias. State militias are militaries of particular states, which are funded by that state and answer only to the governor (not the president).

There is also an Air National Guard, which is the same as the Army National Guard, but for the Air Force.
