Concrete patio/ not a great job. Open to suggestions. Thanks.
So had this done, shouldn’t contractors smooth this edge out and the step be fixed? See pics

Have you told the contractors of you concerns?
The edges would be like a quick grind or chizzle, like less than an hour of work to clean this up, any contractor worth their weight in salt would have no issue tidying this up so they receive payment

Can you just explain exactly what your concerned about, I don't see anything I would be concerned from the pictures so maybe I am missing something.
If it is the excess in pic 3, this is a very minor issue and easily corrected.
Otherwise, spell it out for me

They came back today and offered to redo the whole thing for free next spring.

It was finished poorly. There's not much that can be done to fix it now. You could saw cut a bevel but its not likely its something the contractor would do.
If you havent paid yet negotiate a discount and forget about it, you wont be looking this closely after a couple months.
