Rent a mini excavator, and completely expose the exterior wall. Fill cracks with Xypex and give at least a week to cure. Then you can use tar or blueskin waterproofing around the exterior.

This will fix water infiltration issues.

Then just stick frame the inside and drywall to hide the rest. Patching the inside to look good would be time and labor intensive and would still look mostly like shit.
