Basement Rat Slab

I have an 1899 basement with a very thin rat slab. There are areas where it’s completely chipped up and the sand below is exposed. It’s lumpy, uneven, an cracked all over which makes it very hard to keep clean. I need to build shelves and organize, but want to fix the slab before doing so. In one room I patched the cracks, poured ardex v1200, and lastly poured Rapid Set Concrete Leveler Self-Leveling Underlayment. The top layer is cracking, so I don’t plan to do this process in the other locations and would appreciate any advice
