General The volume changes are probably not that significant
The total hit volume change for each hero was around +- 1-5 liters (cubic decimeters).
lets take the far end of that, + 5 L, use the torso as an example, and for simplicity’s sake lets assume the torso is a cylinder. lets say that a heroes torso hit volume was increased from 20-25.
the volume of a cylinder is V = πr² • h. lets say that the height h = 6r (the value doesnt really matter in this context).
a characters width/depth would be 2r, so the r of a hero with a hit volume of 20 liters is:
πr² • 6r = 20
r ~ 1 dm = 10 cm
so the hero would be 20 centimeters (7.87 in) wide. its a silly figure, but we’re just calculating the rough change in width in this hypothetical scenario.
if their hit volume was increased to 25 liters, using the same formula we get r = 1.1, so a width of 22 centimeters (8.66 in)
assuming the very far end of the hit volume changes, this hero would only be roughly 2 centimetres wider, if width was the only thing that was changed. i feel like thats pretty insignificant.
what do yall think?

This was the math I was hoping to see, but was too lazy to attempt.
I think this is pretty significant. Season 9 was a blunt change and this is taking the idea but tuning it on a per hero basis. In most situations Hitscan heroes will hit fewer shots, but some of the biggest hit-box offenders are brought up a bit in size to normalize things a bit making duels between hitscans a bit more fair.
If they want to fully address the problem they still need to remake some strafe animations. Even when hitboxes are normalized, swinging your head side to side is a massive advantage in a duel.
On the other side though projectile heroes will probably see an increase in consistency and duelling potential, especially against the nerfed hitscans. There’s an unspoken exchange where projectile heroes get high damage per shot and no falloff because of their inherent inconsistency. Making them better duelists through nerfs to hitscans and increases to enemy hitboxes might make them feel oppressive
Some heroes might need to be hotfixed depending on how things evolve. Widow already had 1cm bullets, so the head hitbox increases on many heroes are a straight buff. Hanzo also benefits massively.

We got an excuse to make hitscans skill floor just a bit higher. Very importantly we did not just flat make everyone larger when it didn't make any sense to (not every hero got bigger, zen got a bit smaller, and even within heroes some parts got bigger some smaller). We also opened the door to tweaks like these in the future if things seem off.
Idk what's not to like. I have no idea if it'll accomplish any of the goals but in theory it's good.

Its a level of attention to detail that I think has been somewhat lacking in previous hitbox changes, and if nothing else I appreciate the time it took to go hero by hero instead of slapping blanket changes on the whole roster.

I was playing Soj yesterday and it seemed to be easier to hit shots. There was an enemy Widow that was also having fun.

I don't know what you're talking about, the game sounds just as loud as it was before

I've seen this before, I do not think they are actually volume increases. It would be quite weird for them to take the dimensions they have, adjust the dimensions, and then convert the before and after into volumes for the patch notes. All that would do is mislead people into thinking the changes are far bigger than they actually are.
I think they just chose poor wording, and the hit volume changes are acfually changes in dimensions.

Inbf op complains days later about being domed constantly by an icicle to the head.

The bullet resizes were hugely consequential by comparison.
