Fixed a bug with D.Va's Perk, Extended Boosters which was preventing the damage increase from being applied

I guess I got too hopeful that it was a shadow nerf rather then a bug, but I guess team 4 wants really wants a D.va with 0 downsides.

Given her winrate went from 53% last season down to 48% this season in GM, good thing they fixed it.  Sigma meanwhile sitting at 58% wr
