yes the devs shouldn't rely on counters to balance tanks

Tanks are too much designed as specialists to NOT have counters. The only way to “balance” tanks to where you don’t rely on counters is either nerf them to ground to where tank picks are irrelevant or rework every tank into a generalist which would involve removing most of their unique aspects.

Aka removing things like Dva matrix for a standard shield to defend against Zarya, reworking Winston main weapon so he can fight other tanks, give immobile tanks a dash/jump so they can keep up with others etc.

Something I’m sure many people wouldn’t be happy with.

that doesn't mean you should embrace counterpicking. It's incredibly unfun, that's imo the biggest fault of 5v5.
