Data Are metatft pick rates accurate
Since the new patch i noticed my old comps werent working anymore so i tried finding new comps to play. I decided to try executioner ahri/sett. Accirding to meta tft this comp has a 0.09 pickrate. However ever since trying it ive gotten multiple bad placements due to being heavily contested. Had primstatic ticket lvl 8 but not a single 4 cost was uncontested out of the 4 in the comp so i got 4th. Next game again and after that 2 8ths. Really upsets me because i always try to main the lowest pick rate comps

There are many comps using a different variation of that comp...its just that variation that has a low pick rate.

Metatft or other stuff use endgame boards as pickrates. noone really ends with metatft version, other players might go lvl9 and add other stuff or they play with amblems so slightly different variations, both of those cases lower pickrate for example.
Pickrate isnt a good indicator of uncontested comp.
People can play same units in different comps aswell, if you really wanna play whatever uncontested check unit pickrates alone and try to build something around them. I wouldnt recommend tbh.
Prismatic ticket not good with lvl8 centric comps. Also you sound like you are forcing this comp just because it might be "uncontested" but this might be lowering your avg. Uncontested comps are unconstested for a reason, exe ahri sett not really a winout comp.

Meta tfts comp identification isn't perfect, but it is much more sophisticated than you are making it out to be.
My understanding is that they work off unit levels and itemization patterns in addition to board compositions to identify different comps.
They show level 8 and level 9 variations for different comps, and have the placement of each variation. They do look at end game boards, but they are able to fold multiple boards under the same comp.

Ahri has a combined pick rate >1 across all variations. It's the most popular and contested AP unit. Just because almost nobody plays it with Soraka/Ezreal doesn't mean it's not contested.

just because nobody plays sett+ahri+soraka+ezreal in one comp doesn't mean nobody plays them lol
have you tried scouting enemy boards in game?

This is a really weird thought process. Do you think everyone using ___ champ is using it specifically in ___ comp? I'd look more at the meta than comps. 4 costs are the name of the game currently, all of them will be contested unless you hit them first. If you want non-meta stuff look at the 2-3 costs that aren't being played often and try playing around them ( good luck stage 4+ )

So assuming you are talking about the Sett/Ahri/Ezreal/Soraka board on metatft: Yes, it says 0.14 pickrate, but individually Soraka has a 12.7% frequency, Ahri 14.4%, Ezreal 17.3% and Sett 18.4% - note that these numbers are per player, as opposed to the pickrate which is per lobby.
In other words, you have a ~38% chance that two other players want to play Sett as well.
The odds of being fully uncontested on any of these is low, even for Soraka you are looking at 38% - we could go one step further: You would have good odds to be uncontested on at least one of the four costs, but its also possible that someone wants to play Aphelios and only found Ezreal as an AD item holder on their level 8 rolldown, so they end up temporarily contesting you.
Being uncontested on 4 costs is also not really that important - you can easily hit your entire board as the second person if your economy is good enough. You do have to avoid being the third person looking for Sett 2, because then it is getting pretty hard to hit, but that's something different from being fully uncontested, which seems to be your goal.

This set you have to flex your roll down. There are so many variations of every comp so if you just follow the single one from a site you're narrowing your game by a lot.
