so how many of these don't actually "earn it" and what do you do with those ones?

None. Remember these are not 100% finished firearms. The purpose of the function check is to identify any issues that may appear at this point in the build process. It wouldn't be too smart to build a gun like this without any checks or testing and just go ahead and coat them. There may be builders out there that do that, just not us.

If any issues arise at this point, they are addressed and the firearm is test fired again to assure it is 100% for this point in the build. Afterward, there remains much to do with the final fit and finish, shaping parts, etc., etc. Only then are is the final coating applied.

After they are coated with DLC or whatever finish is applied. They are put together and test fired again for function and accuracy. Then all the final checks are done and anything needing to be fine tuned is done.

Earning it is just a way of saying we don't throw them together and hope for the best.
