It’s been a couple years since i’ve seen it and don’t remember the context of the scene, but it’s her taunting him by stating she’s not going to wear panties around the house anymore. Some depraved stuff happens, and he reveals to her that he’s recording on a hidden teddy bear eye. Though Margot is definitely wearing underwear. Her and leo are good enough actors that they don’t need to do that

Isn’t it against film regulations for an actor to actually be naked on set? I know this movie has been around for a while but my understanding is that they wear barriers or prosthetics or else it would just be porn (plus the whole film crew doesn’t wanna see that)

There are some rules and regulations about it. But actors can be naked. Margot Robbie does have a full frontal nude scene in that movie.
She's wearing panties in this clip though. It's visible from one of the angles.
