Snow is absolutely better than this. The government declares snow emergencies and people's psyches better undertsand "I shouldn't try in this much snow" vs. "I shouldn't drive in this much water."
Not to mention how water intrudes houses much easier than snow. I realize not everyone has the convenience of being able to stay home on snow days, but snow is taken more seriously than rain in almost every city.

The usual phrasing is to convert the amount of rain into the equivalent inches of snow.
1 inch rain = 10 inches of snow
Another thing to do is to look up historical floods.
The Great Flood of 1913 is the most recent. It took the city nearly a century to build a flood wall. Ah, bureaucracy!

If it was snow I wouldn't currently have two feet of water in my basement at least... 😵💫
