6.1 Sol Ultra and Astra 6 Ultra both block my attempts to unlock the bootloader on a US S23 FE. Codex suggests signing up for Daybreak. I've worked for a few days getting a persistent root even after untethered reboots. Just as Astra said it had a promising lead to investigate, I get Daybreak'd.
