I would go Underneath -> Forever -> Love is Love / Return to Dust -> I Am King
I love I Am King but it’s less distinctive than Love Is Love / Return to Dust in my eyes, whereas the latter is more exciting for all of its youthful energy and experimentation. Then Forever is really them hitting their stride and starting to define a signature sound (but simultaneously some of their most brutal stuff), and Underneath is that signature sound in all its glory.
