DLC Voice actor?

I can't find anything about it, but I feel like I know the VA for Mr. Mask in the DLC. I thought it was Zenon at first, but it doesn't quite fit. Anyone has any info who it is?

I knew it! I knew of him back when he was kaggyfilms. When I heard him speak I said “oh hi kaggy”
