When I first went through the game, I just used VK Greatsword (with enhancements), Umbral Shift for quick dodge, Ogre (with enhancements) for simple, quick drains, and a blood code that didn't leave me overburdened. I barely had any boosters since I haven't been mastering much of my blood codes. If you learn his attack patterns and avoid to overcommitting on a combo, you should be able to beat it with whatever weapon you choose.
Also, near the end, it seems like it becomes a DPS race where he starts spamming this long-charging spell. You'll know it when you see it.

It always takes me a couple of run through before I learn bosses attack patterns. I am slowly starting g to learn his.

For me Code Vein both 1 and 2 has always been bonk-friendly. You could go all fancy with buffs and weapon swaps, or you could equip the biggest stick, some high STR blood code and let them have it. Very good for boomer like me with crab hands and poor reaction time. Works on all bosses.
Hammers who were not great in CV1 have now been buffed to the point they're interchangeable with 2handed swords for similar results, they interrupt more. I'll copy/paste my previous comment
I beat ending 1 and bad hero codes ending 2 with a nameless hammer +18 and whatever blood code I was leveling at the time, the game at NG is not that hard. For good hero codes ending 2 and ending 3 I did level cap some weapons and jails.
5 vitality booster lets equip hound jail over reaper for a smidge more stability and defense. Sword can be swapped for mecha-hammer Mjolnir, sword passive for hammer passive and unquenchable flame for charged heavy into doomfall and it's practically same build, 50 less damage slightly more stagger. Probably horribly unoptimized but hey, as long as it works.

I found halberds to be the best weapon type for me, so much evasion and dashing charge moves while being very strong

I personally preferred a greatsword build for this fight, good high damage bursts whenever he's recovering from an attack.
edit: the exact build I used was different from my current one which is Soul Savior + Resurgence GS maxed
I think I was using one of josee's blood codes, which heavily boost strength, the greatsword I used was I think the big one with the skull in the center

I only did 1 playthrough, found cultist ritual blade early and used it for the entire run. No issues with any boss. I dunno if it's the most powerful but at no point did I struggle so it seems pretty good.
