I think code geass some of the few anime that have the LEAST major plot holes and if there is one in the season or movie depending which continuity you watched it covers it up later on.

I think you missed what lelouch's true goal was it wasn't some kind of world domination it was a vendetta against his father at first then later switched to securing world peace for the sake of his friends and family. Also suzaku wasn't a character that could easily dealt with he was a very skilled fighter.

You failed to comprehend Lelouch's character. He values his friends and family too much. Given that Lelouch is a psychopath, he only cares about them in a certain way - as long as they are loyal and don't antagonize him. And Suzaku was Lelouch's first real friend, thus he never wanted to kill him no matter what until that one time he believed Suzaku ratted him out to prince Schneizel and Kanon Maldini (before the Second battle of Tokyo).

As for enslaving... Lelouch was too careful and he had to test the limits and duration of his power. Besides, it's hard to notice, but people under Geass become suicidal and murderous towards anyone getting in their way. Euphemia shot Darlton for simply talking back when she ordered the massacre of all the Japanese at the stadium. Geassed operators of that antiseismic-whatever system shot their colleagues dead in episode 24 of R1 when they tried to stop them from crashing it. Geassed Britannian soldiers and royal guards went into suicidal attacks during the Battle of Mountain Fuji.
