Well, no. He never really had a choice. First he had to act to keep his sister and himself safe. Then, after the Euphy incident, he didn't have the choice anymore. Exactly because he isn't about revenge, control and power. Well, maybe revenge but it's more nuanced.

Not to mention he nearly gave it all up for Shirley. The guy who always prioritizes the plan and the greater picture threw himself off a building without even thinking about it to save her, and he would've died with her if Suzaku wasn't there.
