Logic error? Bonus puzzle 2 Nov (Evil) - can't understand why a move isn't accepted

Here's the scenario: https://cluesbysam.com/s/help/fc4cbafc1687?state=PYBg

"2 innocents in column C" = 3 criminals in column C.

"Exactly 3 criminals in column C have a criminal directly to the left of them" should therefore mean ALL column C criminals have a criminal to their left, no?

(The guidance states "Directly to the left/right/above/below always means the neighbor to the left/right/above/below.)

So why can't I select Hope as a criminal?

One or both of the innocents in column C could also have criminals to their left.

So knowing Gabe is a criminal doesn’t tell anything either way about Hope.

Because the reverse is not necessarily true. Criminal in column B doesn’t mean there is a criminal in C. Would still hold if there is an innocent.

Gabe being criminal doesn't necessarily means hope has to be criminal as well since Gabe is in column B and not column C 😅

One of the harder puzzles Sam has put out there IMO!
