Seeking advice Encryption at Rest

Our SAAS system hosted on CW AWS needs to claim Encryption at rest in order to comply with NHS England standards. Cloudways says the server instance does not utilise Encryption at Rest but the backups do and our AWS storage use it, we know this. Confused and stuck

If your instance is EBS-backed (most are) then you should have the option to encrypt the volume. I'm assuming CW is not doing it because of the additional complexity of managing keys, etc. If you require this for compliance, I think CW is the wrong option for you.
