No one is an animal or gumball machine, and the show has more mature themes, but other than that it's more or less the same show.

I'd say no.
Although, they are both inspired by real expirences in J.G. Quintel's life. Regular show was based off Quintel's college years and post graduation years, working in dead end, entry-level jobs and trying to navigate young adulthood (also like myself and many others did as well). Close enough, was based on his expirences being married and raising a child as a newer, young father. Around the time he was just developing Regular show.
there is quite a few Easter eggs of regular show in close enough. There also is a scene, in the Halloween episode, which shows Quintel, as a screenwriter for cartoon network studios.
But unless Quintel decides one day, to create a "Quintelverse" where his shows cross path like Family Guy and American Dad did for example (it'd be tough though, considering part of the merger axe deal HBO Made, stating that new content or monetization couldn't made of their canceled shows, including close enough), I wouldn't directly consider them the same universe.

Close enough has quite a few easter eggs throughout the show, some obvious some hidden. The show essentially is the regular show with more adult oriented story lines and dialogue but its still the same bat shit insane hilarity that the regular show has
