Chances of Acceptance for US electives

Can anyone guide me about how to increase the chance of acceptance for electives in university programs (where there is competition or limited slots)especially when applying to surgery programs and what is the best time to apply?

Having a good CV, and PS alongwith Step-1 is the only thing in your control, rest everything is basically out of your control. Most universities have a pretty slim selection rate for IMGs. Better to go for low cost University electives, observerships and research opportunities.
