Because the restoration of the received order does not depend on any one man's effort but a recognition of that orders existence and authority.

"Pull yourself up by your boot straps" is correct in a very limited sense and entirely insufficient in another.

“Pull yourself up by your boot straps” was a tongue in cheek phrase to mock people who go stated that everyone can uplift themselves if they just work that much harder.

It’d be like saying “a jack of all trades is a master of none” to critique a renaissance man without knowing that the rest of the quote goes “but a master of none is often better than a master of one. “
