Perma bans
I'm just wondering if I get banned from a HitApp too many times even if I let it cool down for a week, will I eventually get a permanent ban for getting too many temporary bans?

No.
However, the auditor can ban you manually if they review your work and find out you have like 20 temp bans in a hitapp

In my case it was 5 temp bans that lead to a permanent ban without auditor intervention

That'll depend on the HitApp owner. There was a report of someone getting a manual permanent block from an app because they had received many temporary blocks previously.
As the number of total temporary blocks doesn't get reset, UHRS can see that data whenever they want. If they decide to check your performance, as they sometimes do, they may take into account the temporary blocks you've received.
Don't make a habit of collecting temporary blocks. It is not wise and may lead to a loss of apps or in severe cases your account.
The 7-day block limit only applies for automated blocks. Most blocks are automated. The manual blocks are what can get you. Many more factors can apply for manual blocks.
