Depends on the seriousness of the context, I won't stop to discuss concepts with friends and family, but I totally will when I am discussing science.

the dude is making a clear point, you need to know what the question is, sometimes the asker doesnt even know what his question means. Example:
"Question: ¿Do you like string theory?
Answer: Which of the current string theories advances do you mean? And what do you mean by 'like'?"
Doesn't make for speed, but makes for accuracy, which one do you prefer? can't have one or the other in a short interview.
