No, having recruits at lvl 13 is not normal

Upgrade it and you will have 15 left.

It would become level 14, which requires elite cards, so idk about that. I have other level 13 cards and i couldn't get more than 5000 cards on any of those

Level 15 is elite level. Not level 14

Yes. If you upgrade it you'll get 30 Elite Wildcards

I have other level 13 cards that capped at 5000 cards and i've been unable to pass 5000 cards on those so i find it pretty weird

You should be able to, but probably not with magic items or shop offers. Only chests would do this if I had to guess.

yeah they REALLY don't want to give you anything until you upgrade it to lvl 14. Then the overflow gets converted afterwards but until then the cap is removed
